Conference Theme: «Result-Based Management and Evaluation»

International Program Evaluation Network (IPEN) and Georgian Evaluation Association (GEA) invite evaluators from around the globe to attend the joint IPEN-GEA 2011 Conference: “Result-Based Management and Evaluation”, to be held on September 27-30, 2011 in Batumi, Georgia.

The IPEN-GEA Conference is expected to bring together evaluation practitioners, researcher, as well as representatives of the public, non-governmental, private sectors and media from Georgia, other countries of Former Soviet Union, Europe, US and other parts of the world.

While evaluation helps managers to track and report on actual performance, objectively assess project, program, and strategy or policy results and provides the society with timely, objective and evidence-based information, the public, nonprofit and sometimes business sectors do not fully realize the importance of evaluation in terms of attaining effective operation of organizations and measuring the efficiency of achievements.
There are a few key questions that have to be discussed while linking evaluation with result-based management: is evaluation an essential tool for result-based management and to what extent is it used in the public, nonprofit of private sectors? What role should evaluation play in strengthening governance in terms of improving transparency, strengthening accountability and building a performance culture within societies to support better policymaking, budget decision-making, and quality management within government, NGOs, business, Media?
The conference will be broken down into over many topical issues that include result-oriented strategy, program or project evaluations; international aid result evaluation; development aid evaluation; institutionalization of M&E systems or schemes in various sectors; public program evaluation; performance audit vs. evaluation; quality management; evaluation of political processes, building evaluation capacities, evaluation and government transparency and accountability; evaluation practice experienced  by new European Members States; media about evaluation, etc.
 
Presentations may explore the conference theme or any aspect of the result based management and evaluation.

Conference working languages will be English, Georgian and Russian.
